What is NZIA?
NZIA (Net-Zero Industry Act) is a key legislation proposed by the European Union in March 2023 and officially coming into effect in 2024. It aims to accelerate the development of local net-zero technology industries and enhance the EU’s autonomy in the green industrial chain.
As a core pillar of the Green New Deal Industry Plan, NZIA will directly affect enterprises’ operational licensing, product certification, supply chain deployment and policy compliance arrangements within the EU market.
The core content and main barriers of the bill:
1. Mandatory requirements for the proportion of domestic manufacturing:
From 2026, EU member states must ensure that a fixed proportion of the annual deployment demand for equipment such as photovoltaic modules, batteries and heat pumps comes from domestic manufacturing. Enterprises that fail to meet the standards will face a fine of 10% of the contract amount.
2. Non-price standard procurement mechanism:
Starting from December 30, 2025, member states must adopt non-price standards in at least 30% of their renewable energy tenders (or 6GW per country per year), including: ① supply chain resilience (single-source dependence ≤65%) ② environmental sustainability ③ cybersecurity ④ corporate social responsibility.
3. Third Country Dependency restriction clause:
When the EU’s reliance on a third country for a certain type of net-zero technology product exceeds 50% (for instance, China’s photovoltaic industry currently accounts for over 80%), strict restrictions will be triggered: ① The final product must not be assembled in that third country; ② At least four major key components must not come from that third country; ③ Core components such as photovoltaic inverters and solar cells must be banned from products of that country.
