What is UK CBAM?
The full name of UK CBAM is The UK Carbon Border Adjustment Mechanism. It is the carbon tariff system that the UK is set to implement on January 1, 2027, aiming to prevent “carbon leakage” (i.e., enterprises transferring high-carbon-emission production to regions with lenient environmental protection policies). It requires that goods produced outside the UK pay a carbon differential when entering the UK market based on the carbon emissions during their production process.
Which industries are covered by the UK CBAM?
According to the current plan, the UK CBAM covers industries such as aluminium, cement, fertilizers, hydrogen energy and steel. In the future, it may be further expanded to other high-carbon emission industries.
What do enterprises need to do?
Exporters need to assess the direct and indirect carbon emissions of their products, including those contained in the upstream related precursor goods of the value chain, and provide verifiable accounting results.
Importers need to submit online tax returns and pay their CBAM responsibilities.
What difficulties do enterprises face in dealing with the UK CBAM?
Data collection and accounting are complex
The carbon footprint assessment of the product needs to cover direct emissions and emissions from purchased energy sources. In the future, emissions from the supply chain may also be required.
