One-stop service for CBAM carbon border adjustment mechanism

  • What is CBAM?

CBAM, the full name of which is Carbon Border Adjustment Mechanism, was introduced by the European Union with the aim of preventing “carbon leakage” (that is, enterprises transferring high-carbon emission production to regions with lenient environmental protection policies).

  • It requires that goods produced outside the EU pay a carbon differential when entering the EU market based on the carbon emissions during their production process.

  • Which industries does CBAM cover?

Currently (transition period) covering six major industries: steel, aluminum, cement, fertilizers, power, and hydrogen.

  • By 2030, the coverage will be expanded to industries such as chemicals, plastics, organic chemicals, glass, and ceramics.

  • What do enterprises need to do?

Exporters need to assess the carbon emissions throughout the entire life cycle of their products and provide certification reports.

  • Importers are required to submit a CBAM report containing carbon emission data of the products.

There is only a short time left before the official implementation of CBAM.

What difficulties do enterprises face when reporting CBAM?

  • Data collection is complex

Product carbon footprint assessments must cover direct emissions and purchased energy emissions, with potential future inclusion of supply chain emissions. Most companies lack carbon accounting systems, making data traceability difficult.

  • Accounting standards vary significantly

CBAM requires compliance with EU MRV (Monitoring, Reporting, Verification) regulations, which differ from carbon accounting methods in China and other countries.

  • High difficulty in supply chain collaboration

Exporters rely on upstream suppliers for carbon emission data, but face low supply chain transparency and high communication costs.

  • Increased cost investment

To meet CBAM requirements, exporters need to increase additional investments such as product carbon footprint assessment, third-party verification, and low-carbon technology upgrades.
