  • What is ELV?

    The ELV Directive (End-of Life Vehicles Directive) is the core regulation of the European Union to promote the circular economy transformation of the automotive industry. It aims to regulate the full life cycle management of vehicles and reduce environmental pollution and resource consumption. The new version of the revision began in 2023, imposing stricter requirements on vehicle material limitations, circular design, recycling targets, and digital traceability systems than the previous version, posing a systemic challenge to Chinese automotive and parts enterprises.

  • Scope of application of ELV

    It is applicable to passenger cars (M1 category) and light commercial vehicles (N1 category) sold within the European Union. In the future, it will be extended to M2, M3, N2 and N3 category vehicles (i.e. buses, coaches, trucks and tractors), all O category vehicles (i.e. trailers) and certain L category vehicles (i.e. motorcycles, tricycles and quadricycles).

  • Core requirements of ELV

    The core requirements of the new ELV directive include the following:

  • Material restrictions: Strictly control harmful substances such as lead, mercury, cadmium, and hexavalent chromium;

  • Circular design: It is required that the vehicle design be easy to disassemble and recycle. Clear requirements are put forward for the reuse rate of scrapped vehicles, the proportion of recycled materials used, the proportion of closed-loop recycled plastics used from ELV, and the proportion of recycling costs borne by manufacturers.

  • Digital Passport: Seven years after the new directive comes into effect, each vehicle must be equipped with a “circular Vehicle passport”, which records the disassembly guidelines for key components such as batteries and motors in digital format.

The challenges faced by Chinese enterprises: The green compliance chain is becoming increasingly complex

  • The threshold for understanding regulations is high

    The content of ELV regulations is complex, and the dynamic revision and update of regulations are frequent. It is difficult for enterprises to assess policy risks in real time, and the lag in compliance leads to potential losses. The threshold for understanding regulations and judging compliance paths is particularly unfavorable for non-vehicle manufacturing enterprises.

  • The compliance of regeneration indicators is difficult

    The domestic application rate of recycled plastics is hard to meet the requirements of “20% recycled plastics” and “15% ELV sources” in the directive, making compliance difficult. The premium of recycled plastics increases compliance costs and has a significant impact on economy models.

  • Low transparency of the supply chain

    The directive strictly restricts the use of substances such as lead, mercury, and hexavalent chromium. Enterprises must ensure that all series of components meet material safety requirements. However, at present, most supply chains still lack a complete BOM management and chemical compliance tracking system.

  • The design for recycling and disassembly is insufficient

    Many vehicle models lack consideration of the feasibility of disassembly and recycling during the structural design stage, making it difficult to meet the 95% recycling rate requirement and affecting the products’ entry into the EU market.

  • The pressure from multiple compliance barriers is huge

    Electric vehicles are simultaneously affected by the EUBR (Battery and Waste Battery Act), and in the future, they may also be included in the CBAM (Carbon Tariff) collection scope, making it difficult to handle multiple compliance issues.
